D. Brady Woodbury, MPH

Administrator

Brady has served as the Administrator of ACHD since 2011 and has worked in Public Health since 2001. He has a Master of Public Health degree (MPH) and Bachelor of Science in Health Education. Brady has extensive experience in Public Health Emergency Preparedness, Environmental Health, and Community Health Education.

Outside of work, Brady enjoys riding his bike, visiting his grandkids, and going on camping trips with his wife and dogs.

Lora Gittins

Deputy Administrator

Lora has worked at ACHD since 2015 and has served as the Deputy Administrator since 2026.  She has experience overseeing WIC, Maternal Child Health (MCH), Children and Youth with Special Health Care Needs (CYSHCN), and a variety of community health programs. In addition, Lora has worked on the Community Health Assessment (CHA) and is working on the Community Health Improvement Plan (CHIP).

Outside of work, Lora enjoys spending time with her husband and two children, camping, reading books, listening to podcasts, gardening, and playing with her family’s two dogs.

Bob Lutz, MD, MPH

Local Public Health Officer

Dr. Bob Lutz has worked with ACHD since 2018. He has more than 30 years of clinical experience as a Family Medicine Physician. Dr. Lutz holds a Master of Public Health (MPH) and a Doctor of Medicine (MD), as is required by Washington State Law to be a Health Officer.  Dr. Lutz provides leadership for the protection of public health, enforcement of public health regulations and serves as an advisor on matters affecting community health.

Outside of work, Dr. Lutz enjoys camping, trail running, traveling to remote locations, and spending time with his animals.

Samantha Bingman, SHRM-CP

Human Resources/Cultural Specialist

Samantha has worked at ACHD since 2024, helping the community and each program as she is needed. She earned her Bachelor of Arts in English from Lewis-Clark State College in 2015. After eight years in education, she feels privileged to continue work helping people in the public health capacity.

Outside of work, Samantha enjoys spending time with her pets, traveling, reading, and dabbling in the fiber arts.

Amber Dahmen

Amber has worked at ACHD since 2025. She has a Medical Receptionist Certificate from Valley Business College. Prior to working at ACHD, Amber was an office supervisor and small business loan assistant. She is excited to work in the WIC program and support all of ACHD’s programs as we grow.

Outside of work, Amber enjoys spending time with her grandkids, reading, and playing Bingo.

Amy Finney

Environmental Health Specialist, WIC

Amy has worked at ACHD since 2023. She has a Bachelor of Science degree in family and consumer science from the University of Idaho. Amy focuses on food safety, including food inspections, and works with restaurant managers to ensure food safety standards are followed. Amy also works in the WIC program.

Outside of work, Amy enjoys traveling, recreating in the outdoors, spending time with friends and family, and supporting her kids in their extracurricular activities.

Laurie Hersey, M.Ed

Outreach Coordinator

Laurie has worked at ACHD since 2023 and is the Outreach Coordinator.  Laurie is dedicated to increasing community awareness about immunizations, creating guides for local resources, and building new programs. She also is a certified Child Passenger Safety Technician and handles communicable disease investigations. Laurie joined ACHD after 32 years as a Special Education teacher, with a focus on Autism. Laurie has her Master of Curriculum and Instruction degree from Eastern Washington University and her Bachelor of Science degree from Lewis-Clark State College. She grew up in the LC Valley and moved back to be closer to family.

Outside of work, Laurie enjoys gardening, camping, cross country skiing, snowshoeing, and taking her dogs on hikes.

Collin Jurries

Environmental Health Specialist

Collin has worked at ACHD since 2020 as the Environmental Health Specialist. After graduating from Asotin-Anatone High School, he earned his Bachelor of Science degree in applied science from Lewis-Clark State College.  Collin is currently working towards becoming credentialed with the National Environmental Health Association as a Registered Environmental Health Specialist.  He oversees the Environmental Health program for ACHD which includes on-site sewage, solid waste, food safety, lead education to families, potential rabies exposures and syringe collection.

​Outside of work, Collin enjoys time at the gym, kickboxing, jiu-jitsu, doing home improvement projects, training his bulldog Paul, and playing on the Snake River.

Kaitlann McFarland

Fiscal Specialist

Kaitlann has worked at ACHD since 2025 as the Fiscal Specialist. She has a bachelor's degree in business with a minor in accounting and healthcare management from Missouri State University. Kaitlann grew up in the LC Valley and moved back after graduating. Before working at ACHD, she worked at Catalyst Medical Group in their finance department.

Outside of work, Kaitlann enjoys cooking, baking, playing with her two dogs, and spending time with her husband and their families.

Beth Usher

Public Health Emergency Preparedness & Communications Program Manager

Beth has worked at ACHD since 2022 and currently is the program manager for Public Health Emergency Preparedness.  She is involved with multiple programs including prevention, outreach, communications, and assessment.  She has a Master of Education degree from University of San Diego and bachelor's degree from University of California, Santa Barbara. Beth was a middle and high school teacher for 10 years before transitioning to public health. Beth has lived in the LCV since 2021 and has enjoyed getting to explore the area.

Outside of work, Beth enjoys reading, photography, hiking, and spending time with her dog and husband.
